Grow Room Makeover!!!!

I have to makeover my grow room because of a bunch of reasons!!!
1- It was to hot and to cold!!!
2- Humididy problems
3- Powdery mildew

So I had in and out fans, 400watt hps and a fan.
The temp went from 23 to 30 or 35 depends on the day.
When it passed 30 I took the 15 plants and put outside , I know its bad but I got to smoke!!!
Anyway I from Brasil And we dont have sulfer burners, or ox burnerso in and out fans is stil a must. But know I bout a GREE air ,heat and dehumidifier all in one. I hope it would be enough but it does not pul air from out side it just circulates the air from in.If it takes air from inside and takes de humididy fromn the air and keeps it in a good temp do I still need the in air or the out air? Can I do something to keep the room cool and not throw all the cool air out , it just seams stupid to turn an air on and have in and out fans at the same time.What do I do I invested a lot of money and really want to do it the right way , and really thank anyone that gives me the answer to the problems. Also is there anything else other then an sulfer burner to kill powdery mildew???????

Neem Oil solution sprayed on your plants will kill powdery mildew.

I'd say your biggest problem is ventilation and temp control. Your plants need a constant supply of fresh air to grow well. To increase that, you could use both of your fans as exhaust, and just have enough openings for intake, optionally filtering the intake.

Cool temps are easier to fix with a heater.
