I have a couple bits of advice, even though I know this is a month old.
As far as the clones & grow bags go, everything should be just fine. Planting clones right into 3 gallon grow bags has its ups & downs. On the upside, there is less stress than say planting them in a 1gal grow bag, then transplanting them to 3gal when theyre ready. On the downside, it will be difficult to judge when to water, since the volume of soil is so large for such a small plant. But if you monitor it closely and dont overwater, it should work just fine.
My other piece of advice has to do with your post in general. As you noticed, it didnt get many hits. its not because the question was stupid or anything like that, but simply the way you typed it out. It was all typed out in one long paragraph with not a single period. When asking questions, you will find you get a lot more replies if you make it easy to read. I had to read it at least 3 times just to figure out exactly what you needed help with.
I see a lot of people doing that and then wondering why people never answer them. I am not trying to offend you, but just give you some genuinely good advice. Try breaking your questions up into a few sentences next time so that its easier to read and I promise you will get more replies.

Maybe you're not high enough.

My advice get those tiny plants out of those bags. At least for a couple of weeks.
Put them in something much smaller, preferably an 8 inch X 8 inch pot.
Then put a heating mat under them.
Since you only have 250watt bulb that's air cooled, I'd do the hand test to see how far the bulb should be.
Put your hand under the light to see how far the light should be, based on the heat from the bulb.
Get yourself some Olivia's cloning solution and mix it half strength.
Water every watering with this until you've got major ladder roots.
Then you can transplant them back into those bags.
It's all about the roots in the beginning.
Get those roots nice and voluptuous, and you'll have nice healthy plants ready to throw into bloom.
