Maybe you could attempt to get a cheap video recorder, since it has no flash; although I can't say how well they would adjust to the green lighting since its probably a niche spectrum, and just "take snapshot" with windows movie maker of the video at a particular time frame, i.e. take 30 secs of vid, review and find a decent frame that you like; I would say the main prob with video would be the lighting but I think the bars through the picture might just be that particular type of camera, most cameras see color balance in kelvins but you probably can't adjust any white balance or anything on a normal cell, and I don't think the bars are common among most cameras in green lights, although I'd imagine not getting full detailed pictures would be if the camera was lower quality.
You got any secondary cameras available? I would say its your best bet if its something particular with that type of cell camera and not really an issue of detailed quality in the green light setting. I know how low quality and restricted settings cell phones can have in general, so its probably useless to even bother looking for any settings to change on a generic cellphone cam.
