Green goo on plugs

Any recommendations for solution on the plugs?

I covered them to eliminate the light, lowered the temp, even rubbed and trimmed some off

Now they are even more green but nothing on the plantable yet. how do I manage this?
 
Don't quote me on this. But, maybe a very weak solution of bleach. Just something to sterilize the organisms in the water.
