Not a good idea if you want to grow anything worth while.
First problem. More than one plant per planter. No excuse is good enough.
Second problem. Not enough aeration material in the media. This is essential to keeping the roots healthy. Perlite is cheap.
Third problem. The shop lights you get from the store don't cut it. Trust me. I've been there and failed that. Spend your money on daylight CFL bulbs in the 25w and 27w range (100w equivalent and higher). Use clamp light reflectors as inexpensive sockets. Y-socket adapters will double your bulb capacity for under $2.
Fourth problem. The lack of ventilation and circulation in that room is why your plants look so depressed. In nature there is plenty of fresh air. In your closet, not so much. Install a circulation fan at the very least.
Low wattage bulbs must be kept within a few inches of the plants. You want as much energy as you can get to reach them, so you keep them as close as you can.
The way you determine how close you can place the bulbs is to put the back of your hand beneath the bulb a foot or so away and gradually move it closer. When you can feel the heat radiating off the bulbs, that is too close. For fluorescents this can be as close as an inch from the bulb.
You are keeping your 80w of lighting further from your plants than I keep my 1000w of lighting.
Transplant to individual planters with perlite and organic soil, install some CFL bulbs as close as 1 inch, no further than 6 inches, from the plants in clamp light reflectors, and start moving the air around in that room. You do all these things, ensure you are testing the pH of your water accurately to 6.5 before using it, and water only when appropriate...
You and your friends will be much happier with the outcome. MUCH happier.
