Good low cost 1000 watt electronic ballast?

I saw a thread not that long ago on a good lower cost electronic 1000 watt ballast. I forget if it was Vivosun or another one. I think ipower's are not so good. Any help is appreciated. Thanks.

Hydrofarm Phantom or Phantom II. The new ones retail for $299.99, but Ive seen a few 600w ones eBay brand new for around $90. Ive owned mine for almost 2 years now with no problems.

Budget? What gear do you have if any? Do you need to A/C the DE or not? I need more info so I can make a good recommendation.

SE Hydrofarm hoods. Currently running 1000 Watt Hydrofarm magnetic ballasts. My Sensei says I am losing big time run magnetic ballasts. You will need A/C in the winter with DE.

I have some 2 DE Nanoluxes that I will test but I will be migrating towards COBs in the future.
