you have a 8 tube 4 feet T5HO fixture ? how many watt and what Kelvin is the tubes ? hope its 56W and a mix of 2700K and 6500K
trick with tubes is to keep the plants with in 2-6 inch`s so keep em small, low and bushy, LST so you get multiply bud sites that can be keepd close to the bulbs ..

I got some similar tho 6 tube
I use 4x6500K and 2x2700K but I also only use em for Veg.
I would say 4 plants would be ok, if you keep em small and flower early witch you should anyway with tubes, look in to LST and flower em when they are 4 weeks old, make em in to small bushes with multiple tops, use 2 3000K in Veg and 2 6500K in flowering

you can grow nice plants with T5HOs
just keep in mind there biggest down side compared to the sun or big HID lights is penetrations, need to keep the buds with in 2-6 inch`s of the bulb, or you get flimsy popcorn buds that is`t much fun for other then kif/oil makeing, so trick with bulbs is to keep the plants short and bushy instead of tall and X-mass tree like so to speak ..
if it was me I would still mix the light bulbs 6-2 as they will need all colors all grow, just more blue (6500K) in Veg and more red/yellow (3000K) in flowering ..
4 plants sounds ok for 8 tubes, I would only veg em for 2-3 weeks plus them 2 weeks seedlings so 4-5 weeks from seed ..
I would begin to LST em at week 2-3 after I repot em from cups to 3 gallon pots (final pots)
in flowering I would maybe use a net in a scorg or atlest some kind of LST to keep em low with a even canopy and train the multiply bud site I got from the LST in to a Sea of green filling the fixture so to speak at a 2-4 distance from the tops ..
I would prune em (remove lower grow) last 1/3 or so, them bud sites that don't get enough light anyway so the plant can use all its energy on the top buds, them who get enough light to grow in to good dense buds ..

but in short, LST is when you fool the plant by tying down its main grow tip, so it redirect its grow hormones to the side shoots ..
like when you see a tree that have falling down under a storm but survived and now have begun to make new grow ..
insted of one big main cola you get multiply 6-10 is not un common, each will not be as big as if you had only one, maybe 1/3 but if you have 8 .. well you do the mat ..
its also easy to keep 8 grow tips close to the light, impossible to keep the hole plants close to the light if its one tall plant with one main steam .. so it will only be your top 1/3 buds who will be good middle will be flimsy and bottom not wort much ..
