Good cover crop?

There are a lot of potential cover crops to consider that do different things and of course, as you mentioned, you'll be restricted by your climate. All I can say us you need a copy ofView attachment 4169158 this book.
The book "Teaming with Microbes" .Is another good one.

On cover crops, what you are really doing at a minimum is trying to hold the ready to absorbe nutrients in place.

Cheap quick and easy in the fall, I would suggest rye/vetch mix or even winter wheat. Maybe a little forage radish, peas if not using vetch. Even oats are better than nothing.

IHMO, use those deep rooted plants like nettle, dandelion, comfrey as a mulch in spring.

Get that soil amended this fall, let the Microbes convert it to plant nutrients, and have your cover crops store it for you until spring.
