This isn't going to have a direct answer....
If the intent was to get carbonic acid disolved in water naturally as a byproduct of a microorganism's carbination process, i think that disolved oxygen to the foliar spray would compete in volume with the co2 being released from the carbonic acid. Disolved oxygen, of course would come from air pumps. If thinking a small stir plate would allow the same level of microorganism activity with a higher level of CO2 than O2.
This isnt crucial to my or anyone's gardening but i imagine if you're making tea for foliar spraying, then 5v @.1a sounds better than 120v @.4a from a vortex brewer. Turbo amounts cheaper on the bill or battery.
5v will turn a 5gal pail! Lol
