Absolutely. Once that seed sprouts she'll be looking for light. She will stretch crazy unless you give it to her.

I remember when i was about 6 years old in school when we were taught this with the old mustard cress in a dark cupboard experiment.

Spray the soil to keep it slightly damp. Get the fluorescent as close as you can to the sprout to reduce stretching. Leave some room of course to grow. If stretching occurs, I always add more soil so ground level is raised to match the stretch. This will also produce more rooting hormones to be created at the newly covered stem. In a few days, put a gentle breeze on the girl. She'll think she's somewhere beautiful and grow as such.
