germinating question

Ok so i have a seed germinating and i have it in a shot glass with water and its on the bottom on the shot class do i plant already or is it suppose to open sprout ?

At this point, I would plant into a seed starting mix or plugs/cubes. And keep moist.

imo probably not going to pop....sorry...
i do the wet paper towel in a ziplock bag on the cable box(heat), way....
they pop in 24 hours...
