germinating problem

im having a bit of trouble with germinating. i slightly moistened the paper towel like instructed on widow's "how to grow marijuana" post. i put the paper towel in a sandwich bag and sealed the ziploc. every time i check on the bag, it seems to be sort of vacuum sealing the bag, and the paper towels are almost drenched. it smells kind of weird in there too. seeds are showing little or no sign of germinating. what is the best way some of you have germinated seeds in the past?

i germinate in a paper towel, moistened, and put inside of a small container... mine is not 100% air tight. it keeps good moisture still, i set it on something warm, your seeds will not want to germ unless they sense the conditions are good, and cold ass water sitting in 50 degree weather wont do it. personally i find my cable modem and router puts off enough head, so i set it there.
