I don’t have any experience with light deps but this tool looks pretty efficient.

I think what you are describing is called light dep growing. Mixture of sun and grow lights. That's how they grow all year round here in Humboldt outdoors. Funny you can always see bright ass lights of farms in the hills.
Honestly I'm probably just going to say fuck it, I'm running it till 10 pm on the dot for a few months out of the year. There's a million reasons to use supplemental lighting, it's not visible to neighbors and I'm in a legal state. Also it's 9 25 watt CFLs. Probably just install shade cloth and call it a day.

10W LED bulbs are equivalent to 75w Incandescents they just require a lot less electricity to use. Here's a pic I stole off another forum of a local growers setup so you can see what is possible. It doesn't take much light at all to keep your plants in veg.

So my 24 watt: 100 watt equivalent cfls are way too bright. I have a bunch of 8.5 to 9 watt 65 watt equivalent leds. Would 9 of those in 12x10 foot greenhouse provide enough light to keep them in veg? I'm running my current lights till 9pm so I can veg till September.

You could probably use only 4 lights and add more when they get bigger and bottoms start getting too shaded.
So 9: 9 watts won't work? they're equivalent to 60 watts and I have a 17 (actual) watt LED in the middle. Im vegging my next grow from mid October to February 1st so I'm only trying to keep them awake. Also I'm only using a 9x10 space because I'm running 20 gallons plus 4 fans on top of standard old old school green waste bins. Would my current situation (8 9 watts with a 17 watt LED in the center) work as far as just keeping them awake? All I really care about is keeping them awake so they stay in veg.

Actually I see what you're saying. Yeah I can drop three of them to the lower sides of the plants when the time comes. It looks like they should do the job perfect as far as keeping them awake but not being a blue beacon. Also I got two more 17 watts so it should do the trick.

As long as your plants are reasonably lit up at night you are good to go. If you can see things without a flash light that should be all you need to keep plants from flowering. The total wattage of your lights is not that important because all it is doing is disrupting the night cycle and not actually helping your plants photosynthesize.
