You might have to try it to believe it, but try putting your oscillating fans on a timer at like 15min on, 45min off.
Circulation fans are mainly needed to combat fungus etc. and to build up some strength, so you don't really need them on constantly.
Plus they keep a lot of the heat in the grow space because they are constantly blowing hot air about.
If i come home and its too hot, 1st thing I do is turn off my oscillating fan.
Your grow seems a bit big for this, but it does tie in to what Rancho Cucamonga suggested.
A good way I get C02 in my medium sized grow cab is with 'Dry Ice'.
With a bit of water, it sits in a saucer between my intake and circulation fan and the CO2 it releases gets blown onto the plants.
I know this is not ideal as I can't know my PPM's and all that, but it's doing no harm

and best of all, it cools my cab within minutes by a degree or 2 depending if i got 400w or 600w.
You can get Dry Ice by the Kilo and it's not that expensive if you shop around, having said that I only do this if it's a hot day or I want to treat the girls. lol
