fungus or mold problem ?

this is my first post - I have looked around this site from time to time researching info- now my first post and I have a delima- the plant is 28 days into flower an outdoor grow- yesterday these black spots started forming on the new leaf growth on a single plant- there are 4 plants in a 4x6 foot are recieving the same water and nute schedule- the other 3 palnts are clear at this time- it could be blue mold which has shown up on tobacco crops in this area or some sort of mold- what fungicide is safe to use at this point in the grwth cycle- thanks for input and I will be back

sprinkle sum hydrogen peroxide on it.. make sure u dont hit ur buds
