Noob here, I found a bunch of these emptying out a garage, they're headlight LED's. Would these be good to put in a DIY panel/cob?

nah not really good for growing, wouldn't be worth the time to hook em up imo. You'd do much better with a few cheap led bulbs from walmart..
Those are great for replacing reverse lights and other interior lights in a car though. License plates lights, maybe dome light or glovebox map lights etc. I recognize them cuz I ordered a bunch for my car, I think they were a few dollars each.. still a good find.
