Found a broken twig hanging by a thread

Background on the plant:
Seedling/clone that was given to my by someone else.
planted in the ground outdoors.
It barely grew because it didn't get much quality sunlight and it's my first grow ever.
two or so weeks ago, I replanted it to get better sunlight.

So I noticed a twig w/some decent flowering that broke almost all the way off. After I cut it off, I decided to let it dry and smoke it and I got a good .4g from it and it got me nice and high. My question is this:

-does the fact that it got me more than adequately high mean it's ready to harvest? Or do I get bigger flowers if I wait?
Terribly sorry if this is a common question but I didn't know how to word it into the search feature.

You don't have an inside grow do you? I wouldn't even take that inside near house plants until you rinsed it.

You can rinse it off with a light pressure but I am not sure how well webs wash off. I have not had much experience with mites. You could put peroxide in a tub of water similar to Jorge Cervantes in this video for mold.

I think it has an age restriction, youtube pretty serious about it now.

Great vid. I just ordered some peroxide. I think between spraying it first and then doing this would do the trick. Should I spray before cutting it off the plant or after? And should I spray off any webs from my other plants that aren't ready for harvest? Or should I use some pesticide?
