Foliar feeding

I read somewhere that during the growth phase one doesn't need to foliar feed your plants much because they feed through their roots primarily but, during the flowering phase they utilize their roots less and it's better to foliar feed them with watered down nutes. I have since not been able to locate that post so I'm a little unsure. Can anyone confirm or deny this?

i use big bloom by ff to foliar fert during flo. its organic GOOD FERT. start off slow and work up to 2tbls per gallon. every other day. due to its makeup spray with fert every other spraying since it can clog the stomata.

So, is that a yes the plants need to utilize foliar feeding during the flowering phase? Sorry, I'm a bit lost in your post as it pertains to my question. Please elaborate. :)
