it dosent even matter dude, 49 watts of hps wont flower a plant thats a foot tall..if it did i would be surprise and it wouldnt be much

there cfls 2 13 watt and 1 23 watt cfl

You can flower with that but the results won't be impressive at all. You'll get small airy fluffy buds. Check the lumen count on your bulbs and try and get about 6k on the plant. I must say, though, your plant does look impressive, even with the weak lighting. Great job accomplishing that. Good luck.
