flowering for 3 weeks so far buds still tiny?

so she was planted from bagseed on september 22 and has now been budding for 3 weeks.I have her under 4 24 watt cfls with the yellowish spectrum and a 65 watt cfl on the side which has more of a bright white blueish spectrum.She is just over 2 feet tall and has at least 17 buds.the biggest bud is at the top middle and the rest of them are very tiny and they all have tons of white hairs shooting out of them and the pistils have not turned any brown or yellow yet.

So why are the buds still so tiny the only one that could be more then a gram is the top middle bud and the rest of the are very small especially the lower ones and they all have lots of white hairs shooting out of them.Do i need more lights or is it just early and still need time for buds to grow?

u got atleast 5 to 6 more weeks maybe more just sit back and watch the show. and more light would be awesome just make sure u can keep up with the heat.

Yea you still got a bit to go I would agree with chuck maybe a little more little if you can and maybe some mylar paper usually like 15 bucks at a local hydro store great investment

Just let it grow. My sour diesel takes about 3 weeks to even show preflowers. Just stretchs the first 20 days lol alot. Do you know what kind of strain it is? Lime a indica or sativa?
If you get to 20+ dayd and still no flowering then i would guess you have a light leak and the ladies arnt getting to go ahead and flower signel.
