It has been in veg for about 15 days. It is 15 inches tall. I have been putting it outdoors during the day but since there isn't 18 hours of light i bring it inside and put it under a light until so that it gets 18. Here is another picture

I'm assuming that your plant came from clone, rather than seed? If so, they are the same genetic age as the mother plant, and will carry preflowers from beginning til end, being that the mother plant had it's preflowers, before the cutting was taken. It's perfectly normal.

You are right about the clone. It is a OG Kush clone i got at the local dispensary. What do you guys think about moving it outside and inside so it gets natural sunlight?

their stressed i see that. 3 finger leaves is stress. dont go out then in. brings in bugs and issues. and with using bright light like the sun then in to a week one may trigger flower as it cant read the weeker light from being in the bright one all day. is like going from a 1k to a 20 watt cfl..cant see the cfl so thinks its dark time but cause a slight bit of light does get in they may hermie as well.

You are saying i should stop exposing them to direct sunlight and just grow them strictly indoors to get the best yield right?

well we all know outdoor has more light, but this back n forth is bad. not sure where you are for climate but me its done by now. to cold to do anything. just adding more stress.

^I also agree with that. I won't even bring a cutting into my growroom, if it was taken from an outdoor plant, let alone, a whole plant. One mite/pest/disease infestation, and you'll regret ever taking that risk. :)

clone just showing pre flower no big. Pick a spot inside or out you'll create mad stress. I would choose indoors since it seems like winter is right around the corner depending on where you live.

It is still about 29 degree celsius where i am at but there is only about 14 hours of light which is what worries me. I don't want my plant to go into flowering quite yet. Should i leave it outside and take the risks of it flowering?
