Why not just change the photoperiod to 12/12? The only hormone I've heard of is the one that makes your female plants go male so you can produce seeds. But I'm a noob, mind you.

im growing outdoors. my plants are big but not budding yet
Well they are going to keep growing till the day time light is close to 12hrs of light and dark.
Even if you induced flowering, its just going to go back into veg because of the amount of light its getting.
Depending on where you live depends on when it will start to flower.
The plants will finish budding between October and November.

im just flipping out cuz i got a friend who is already flushing and getting ready to cut down
Is he running auto's? Cause if he isn't I would think he is way early to chop down the plant.

all outdoors he put them out in april i came to find out he was using black tarps to make it 12/12
Sounds like a real bad idea to me.
Mold will be a huge issue covering plants with tarps unless they are held off the plants and there is some kind of air flow.
Even then condensation would be a factor I would think.

Well that's better then the picture I had in my head of plants with black tarp over them. lol
