OK, I found the right sized in BTU/hr of new exchangers for $200.

$200- radiator
$100 - fan & shroud
$320 - 2 x COB P/N : P110-15S19P-3080
$380 - 2 x Driver P/N: HLG-600H-48
$150 - 2 x cold plate
$170 - 1x 2 gallon/hr pump and plumbing
------
$1320 + delivery

50v@12a = 600w x .52 = 312wPar

$4.23 PAR Watt.

Damn. I blew it. IAC, It is 2 COBs so 624wPar.
