It is part of your browser settings. In chrome, it is in settings | Advanced | Privacy and Security | Content Settings | Popups and Redirects.
Blocked is the default setting. You have the option to "whitelist" individual sites. But I see that I didn't have to for RIU, so maybe the window that comes up for uploading files to a post is not that kind of popup.
