Just got my first tent lemme know some handy tips but bare in mind I live In a small country (nz) so alot of things are hard to get. Have seedling mix and have just started germinating my seeds today (apparently Skywalker seeďs). Have the below set up.

Grow how ever you can, but was the price gap that big between that bulb, hood, and ballast vs LEDs?

You can grow a couple of good plants under the 400 if you top and train. It’s what I started indoors with many years ago. Use the Metal Halide to veg under. Helps keep them short and shrubby which you want. Use the HPS to flower under.
