It would appear your trying to post the picture from your computer. Download your picture to a place like photobucket for free and link it from there.

That's not necessary. Just click "manage attachments" under Additional Options, as the forum provides it's own hosting for images. Limited to 800x800 and less than 1.0MB I think though.
