You have a pretty cold climate... Which is unlucky for you. I think however, it may get quite a bit warmer, pushing it up to the 50' or 60's.
If you have temperature's like these, you can easily grow a Ruderalis cannabis plant. Ruderalis cannabis plants have a much lower temperature range, so you can grow them pretty much anywhere apart from the north pole.
