First Grow, Slow Growth

I started with some bag seed and for about the first two weeks i used 4 32 watt flourescents. i moved them to a 400W MH lamp. At about week 3 i added some 1.0 1.0 1.0 organic fert which seem to burn some of the plants. i backed off of the fert and have just been watering them with filtered water at pH 7. the plants are about 4-6 inches in height right now and they in fox farm ocean forest soil. any advice on what might be the problem? have a look and let me know
