First Grow Room: need some help

Hey guys, became a patient and am trying to put together a garden before the end of the month. I'm limited to 6 flowering plants, and 12 non flowering plants greater than 12" x 12". Unlimited plants under that size and not flowering. I think I'm starting to come down to exactly what I need/want, but as for the real specifications of what to get I need some advice from people with experience.

my current plan would be for two tents.

First tent: 2/3 Mothers, x clones, 3 early veg, 3 later veg.
Second tent: 3 early flowering & 3 later flowering.
(all with soil)
Budget: roughly $1,000 possibly more; preferably less.
I'm not entirely positive on how long i want the growth period to be between 3 and 5 months...

With 6 flowering, 12 non flowering, and unlimited 12" x 12" what would be the most efficient way to get high quality results in a fair rate of harvest?

I'm not sure what you are asking. A light question? Size of rooms? Pot sizes? You seem to have it down in general. A veg/mother/clone all-in-one room with two stages of veg. And a flowering room at two stages. You have the beginnings of a perpetual grow and once it's complete you won't need to worry about growth periods. How often do you want to harvest? So many things to consider.

In theory if I could have the harvest be every two months with each plant lasting around 5ish that would be nice. I think my real question starts to come down to the specifics. If I can have that set up of 6 flowering and 12 nonflowering, whats the best way to set it up with the focus on quality but obviously hoping for fair harvest times. If some experienced folk think that my current layout is logical and would be better/the best way to do it with my needs. If that's so what brands of lights, fans, ballasts, and possibly tents should I have my eye on?

Another new idea that came across me just tonight was why go tents when you could just buy warp and pvc piping. Seems like it could work just as well.
