Ok now I need to lower some of the costs. Whats better 400 intake 2. 450 exhaust fans or 1 800? 40% negative pressure is ideal?

Grow room is 50 square feet.
climate central ca. hot and dry dessert.
600w flower. floros for clones and veg.

If you partition your room off you could probably get by with just the one 450 CFM for your flowering chamber with passive intake. The veg chamber with the flouros may not require much of an exhaust at all since they don't give off much heat to begin with. A simple $20 100CFM axial fan might do the trick.

Honestly, what you need to do is get your setup ready to fire up the lights for a while and check your temperatures. No better way to gauge your ventilation requirements than to do a dry run for a few hours. Is this room air-conditioned?

It can be. I was goona pick up a used rv conditioner. The other option is the central AC. I believe I will be better served Energy usage wise. If I just use the portable air conditioner in the enclosed flowering room?? Another question I had was what about co2 and exhaust?

A portable AC would be good, or a window unit. You could even vent your exhaust out of the same window if it's not too conspicuous from the outside. I wouldn't bother with co2 just yet. A good emitter will raise your temps significantly. You should try and keep things as simple as possible until you have a grow or two under your bet and you have everything dialed in just right.
