Assuming you see new growth (new growth means roots have taken) you can switch whenever you want. Could have even gone right into flower phase right away.Plant maturity, not height determines when flowers start. Being a cutting, it was already from a plant that had some, or was at full maturity.

Despite your grammar, I think I deciphered what you are trying to ask... You can flower them whenever you want, it all just depends on how much yield you want to pull down. 1.5ft in veg will translate to about a 3ft finished plant, depending on the strain and the technique/style used to grow. There is a technique called Sea of Green or SOG that you don't even veg the plants. Once they have started roots from clones, they go directly into flower. Your plants don't get much over 1.5ft tall, but you keep this on a perpetual cycle so that you can harvest every two weeks. Hit the link in my Sig and you can kind see the different stages of growth under my CFL's. I am doing a variation of the SOG.

you veg till you have them at a height that is 40-50% less then what you want them to be then as they flower they fill that 40-50% really depends how close your light is and what light it is, then you flower people have all sorts of different vegging times, some people go 12/12 lighting from the start cause plant will veg for 3 weeks naturally before starting to flower i reccomend a high powered light if you go this method the plants get to about 12-34 inches tall and there is no wasted plant matter because its all one huge cola and its quite fast, i veg for aprx 4 weeks depending on each plant sativas grow taller and indicas shorter, you'll get it.

as far as some good organic nutes i reccommend foxfarms three step additive program with open seasame(5-45-19) beastie bloomz(0-50-30) and cha ching(9-50-10) find the fox farm feeding schedule for mapping amount usuage and time variances.

I think the main concern was how to know when the plant is ready, or mature enough to flower. The short answer is that the plant is ready (mature enough) when it starts to alternate nodes. The timing for this is different from strain to strain. Good luck with your grow.
