First Grow: 23w @ 1400 Lumens vs 45w @ 300 Lumens

Hey guys,
I'm planning on completing my first PC grow this weekend. Here's my rig:
I'm using a standard PC Case
one intake fan and two outtake fans - all at 12V and .25A
Mylar lined
Grow medium: undecided, will decide this weekend but being as this is my first grow, I'm thinking soil but also looking at Coco Coir
Lights: Here's where I need a little bit of help right now.

I was planning on using 4 x 23W 1400 Lumen CFL lights (daylight) all the way through grow, but then reading I noticed that people use a mix of lights from veg to flower. I picked up a 45W 3000 Lumen (soft light) light from Walmart yesterday and I was thinking of incorporating this. Should I mix these lights? Any suggestions? Comments? Feedback?

Any guidance is greatly appreciated.

Ive also read that the plants love mixed spectrum lights however I havent tried this fully. I did do a mix when I was switching down to 12/12 (2 days and 2 soft) until 12/12 then went all soft. I have seen successful grow from seed to harvest with mixed lights but I have no solid info in difference of yield and overall plant health.
