Female seeds C99 clone wont grow an inch ??

it has the slim leaves the appearance of c99 but this clone just wont grow at all, she is green and healthy and only 3" tall , over 2 weeks and hasn't growed an inch. the mother plant was small, 3' at harvest, not worth fooling within imo. I may of got the wrong seeds, ??

im gonna chk, thank you. I started it in a glass of water and had several long roots when put in soil. I will repot also. organic potting soil, extra perlite, handful of rabbit pellets dried. I got it to the edge of nute burn but backed off. just the tips burnt a little. Im thinkin I got an auto or .......
