I went to a park on the river the other day stoned, and kept asking all kinds of wierd fucking questions. Like "How does a drawbridge work? Does the sailboat have to walkie-talkie the drawbridge to get permission? Or does it just start going that way and the guy will lift it?" And there were a few un-manned sailboats about 30 feet in and I kept asking allowed "Why are those boats there? Shouldn't they be on the dock or something?"I don't get to do it often enough lately, but I really enjoy sailing after a joint.

Yes, the sailor needs to notify the Bridge Keeper. It is timed in synch so traffic is not interrupted longer than necessary. Marine radios are used, much like a CB but with greater range.
As to the anchored sailboats...no, it's either of two ways and both are safe. Either there is a permanent buoy anchor system, usually driven submerged concrete pilings linked by cable to the surface buoy for sailboats to tie up to, or the sailboats are anchored on their own. Using a matched anchor for your vessel combined with proper anchoring techniques, no worries. Either way though, if a boat becomes untied, the fault lies with the captain of that vessel.
