Fan movement and slow growth

So my plant is growing at extremely slow speed. I know my lights have a lot to do with it. They are 2 "600w" full spectrum led. Actual power draw is 108w per light so 216w total. So yeah, my lights suck unfortunately I fell for the good amazon reviews... but i still see growth, just real slow. This is my 10 week old photoperiod. Temps stay around 78-80 and I use nutes every watering since shes in coco coir..I'm trying to adjust the grow tent for maximum growth because I cant afford better lights right now.

One thing to note is I've topped twice, so I know that slows down growth a lot. But compared to other grows at the same time frame, my plant should technically be 3 times the size IMO. I'm wondering if they are moving too much from my fans..the leaves shake slightly constantly from fans..but also looking for tips to help her out.

What's your ph like?
My ph is 6.5. Nutes are 2ml of dyna grow, 2ml of dyna bloom, 1ml of dyna protek, 1ml of cal mag, per gallon of water. I water about every other day and only do plain ph water if I'm noticing nute burn. I'm on 18hr light schedule, about 18 inches from the plant.

Drop your ph, it's too high. Shoot for 5.7-6.0.

Try not to water with plain. Do at least a diluted nute solution.

Also, raise your lights up a bit til it starts recovering. 24" should be alright. You can afford the stretch if it happens.
