Uhmm.....I think something's drastically wrong. Can you post some pictures of your plants? From what I can see in the second picture that plant looks pretty odd for being 3 weeks from harvest. Looks like you're going to be harvesting mostly lettuce. What strain is that? What kind of lights are you using? I'm just a bit curious. I wouldn't cut off the new top growth on your plants if I were you. That plant looks like it's reverting back to veg or something's going on. Not normal to develope new "tops" 6 or 7 weeks into veg.

is it growing outside? i had a plant outside once halfway through flowering and it just started re-vegging for no reason just like that and after those shoots appeared the buds totally stopped developing... on the plus side those shoots should be good to go as clones if you do cut them off

Um, yeah, I don't think they're 3 weeks from harvest either, because I don't even see any buds. Looks like some preflowers, but I wouldn't call them actual buds. Maybe you should wait awhile and see how it fills out, them worry about any strange growth. :)

yea i think i know the problem bin using 'topmax' seems to be my own fault it has been flowering for ages i will just bring it to maturity with some different nutes and see what happens there is bud mass underneth the all the leaves creid é no na creid it is from bagseed so i was not expecting much anyway thanks for the replies i will update in a few weeks if any are interested,it has been growing on a balcony~~

I would say you have a light leak somewhere that is interfering with your plants' dark period. Looks like lots of the shoots are single-bladed instead of fans. That's typical of a revegging plant. It will end up bushier than anything you've ever seen and a great source of clone material. Not so great for bud though.

Damn :(
i sorted out the leak, you mean artificial light?
is there anyway i can reduce the shoots and promot bud formation?

edit~

well i decided il just take a couple clones and chop her, mid may

So you did have a leak? I think you should put that plant back into 18/6 lighting. Don't chop it. Plants that have gone through that are super branchy and make great mothers. Personally, I think they root faster too.

How bad was the leak? I'm not disagreeing, just trying to get the whole story, is all. Although I do agree that re-vegging is the best decison if it's an option, I do have a suggestion if you are going to keep it in bloom....it would probably help them mature faster(go into full bloom, if it's still possible at this point. That's iffy.) It might also be worth a shot to leave them in 1-3 days of complete darkness, because that'll help trick them into thinking their going to be dying soon, and will help force flowering. It can't hurt, at this point. Agreed?

Also, I'm guessing that they aren't getting enough direct light while they are out on the balcony, which would be another reason for those underdeveloped buds. I also noticed some branches or leaves cut off at the top of the plant. What was that for? If you cut too many leaves from the top of a plant, that can cause those 'airy' buds too.(Believe me, I got carried away cutting fan leaves once.LOL) Anyway, it's probably caused by a light leak, because it sure does look like those buds started re-vegging. That means you had one hell of a leak. How bad was it?

Full leak?:P
lol idk it sorta doubles as a house plant its not like i have a big op ya kno, Yea il stick a bin liner over it, i only began to take leaves off it when it started reveging, i attacked it the other day and removed alot of leaves was on the verg of harvesting but said id let it reach maturity, its bagseed from thai stick anyway so i assumed they'd be airy buds, tbh i dont think the genetics are very strong, i will update after 3 days of darkness yo,
