I use something along these lines.

Seedlings -> 100/250 PPM -> 0.2/0.5 EC
Early Veg -> 300/400 PPM -> 0.6/0.8 EC
Full Veg -> 450/650 PPM -> 0.9/1.2 EC
Early Boom -> 750/900 PPM -> 1.3/1.8 EC
Full Bloom -> 950/1400 PPM -> 1.9/2.5 EC

Are you talking about rooted clones or fresh cut clones, my rooted clones go right into veg with about 400PPM/0.7EC and always look great in about 2 days.

my tap water is 0.6 ec , how does that effect my total ec, do i make the total higher or just keep as normal?

you take your tapwater EC into account. i.e. to get to 1.6 you only need to add the same nutes that someone using ro water would use to get to 1.0.
