What's the EC in your tap water to begin with? Most tap water is fine to use as the EC levels are based on Ca and Mg in the water and there is no need to filter anything out. Have you looked at a water quality report for your area? Some people use filters or other systems to remove the Ca and Mg only to add it back by using calmag which is somewhat pointless. But if you have extremely hard water then you may need to do something about it.

What is the easiest and cheapest way to decrease EC levels In tap water?
I have basic/hard tap water. I've taken to using my grocery home delivery service to deliver up to 12 gallons of distilled water (in 1 gallon containers) with my weekly or bi-weekly grocery shopping. I mix half tap water and half distilled water for use.

When does this supposed cal/mag problem show up under LED? Haven't seen it yet in veg or @ 3weeks in flower. New LED user in flower here.

It depends on variables like if you use RO or distilled water, the nutrients you use, growing medium, etc... I've never had a cal/mag deficiency issue in my situation. But that's why I use half-tap water instead of full RO or distilled water. My tap water has more than enough minerals in it for plants in hydroponics.

My tap is full of limestone and other crap. I use RO with Dyna Gro nutes in Promix HP. No problems that I can see yet after 3 weeks in flower cycle. The buds are just starting to fill in and this is where the problems will start if they ever start at all.
