Drooping issues

So I have two seedlings 9 days old pro mix gaia green mix one seems to be thriving and the other is drooping and stippling my Temps are 81 high and 75 low (lights on/lights off) humidity 50 low 60 high they both are watered semi the same any thoughts

Do you have drainage holes in the cups?

Yes

Over watered. Get some more drainage in those cups.

Thanks will let dry out a bit and put more holes and go from there
