Does this mean bud?

Hey guys I was looking at my plant this morning and i noticed some white hairs (pistils) does this mean that it is in flowering or no? But there only little white hairs that come in two, there coming out the top of the plant and the sides


And how long until you thing i willl have bud

Give some more info, is it outdoors? but yes generaly white hairs (pre-flowers) its a sign of flowering stage.
