Why wouldn't you? Its all going into your plant so might as well test and adjust the Ph if you can.

you have to test the ph of your soil first to determine the ph of the water going in, most tap water out here is 6.5 to 7 ph and weed likes it around 6.1 in soil 5.8 hydro so you have to figure out if your soil ph is 5 then i would water at 7 ph if its 6 i would ph the water at 6.2 and so on

Yes , the water you use should be PH'ed as needed. remember though, it wont be the same as when nutes are added. You should also check the runoff to make sure it isn't fluctuating in the soil.
