The top inch of soil is compost i recently put it cause i didnt transplant deep enough so some of the roots were on top of my original soil so i put that to cover. My original soil is mg organic fruit and veg soil and i water about every 2-3 days depending if needed. Im using 3-1.25-1.25 soul synthetic grow every other water. I just switched to 12/12 like a week ago. It doesn't look like its getting bigger.

What is your ph of that soil. I wouldn't in the future use soil labeled fruits and veggies personally, just plain potting soil with maybe some kelp added would be better.

how often do you water?looks like overwatered/underwatered, nutes given any? tell us the storie...
