they will move the air around a little... but blow is a bit of a string term to use for pc fans

ah i see. no these do not generate cold in what you may be thinking. the pipes are filled with oil which takes heat from the copper plate which would be attached to the processor and disperses it away more efficiently. I do not believe it will generate cold for you
you would be better adventuring in to refrigeration

thats a CPU heatsink/fan combo. it's made to be attached tightly to the CPU and dissipate heat from it, not cool the ambient air. if you get some thermal paste and attach a peltier cooler to where the CPU should go it might work well as an ambient air cooler, kind of like running it backwards from the way it's intended. if you do it, please share the results. this was just a random thought i had and i have no idea if anyone does this successfully.
