I don't understand the question. Do you have tents in a vehicle? Are you growing in a car or van?

In most cities, "parking monitors" are police occifers, though many don;t carry guns. They do have law enforcement status however.

Ahh, do they still have those? Mine has been remotely monitored for years.
It's remotely monitored here also for years and I'm sure most decent sized cities. It's just cheaper for the city. Anyway a few lights and stuff your bill won't go up that much to alarm someone. Unless u got an entire house full of plants

That's how a few of my buddies got popped in early 2000s , entire houses just for grows.

I wanted to grow outdoors but Illinois sais you have to do in in an enclosed locked space. I have two tents in my basement with t5 and 600 hps Incase I can’t grow outside but I wanted to fill up the 5 25 gallon pots I bought

Rule number one of growing cannabis: Don't tell anyone, and don't let anyone see anything.

If you're doing something illegal, there is *always* a risk someone could report you. Also, legal or illegal, if your plants are visible to even a single person, you have opened yourself up to a robbery or theft. The parking person may not be that type of person, but I'll bet they'll tell someone "Hey, guess what... I was by this house today and saw five cannabis plants right there visible in the yard!".
