Do i really need a ballast?

Ok, for about 400watts or either MH or HPS.
Do i actually need to go and buy a ballast?
Or can i just strip the male ballast plug for a regular one and use a regular outlet. LMK

no you have to have it, for the bulb to fire right, and work
