diatomaceous earth, does it work wet?

I got a couple bags of diatomaceous earth to knock down fungus gnats, just cause they were cheap and to help the sticky traps deal with the little buggers. but upon application it is picking up a bit of moisture from the soil. will it still work? does it really work even when it's dry?

It only works when dry so apply a new layer as needed I stop using this as it for messy and compacted made it hard to water so I just use peroxide and water or a habanero pepper spray soil drench and they go away that or a neem soil drench
