Death of seedlings AKA Damping off

Hi all. I've been having a problem lately that I've germinated about 8 seedlings, in two groups of 4, and after growing to about 2 inch height they fall over and begin to shrivel and die. Around soil level I notice the stalks become precariously thin.

I found out that this is pretty much in line with a fungal infection that people call 'damping off.' So I'm now taking measures while I germinate my next attempt in paper towels. I really need to get this started because the summer solstice down here in South America is the 21st of December!

So I googled online. I then washed my growing medium with a solution of about 1 liter of water to 3 capfuls of H2O2 (hydrogen peroxide) and mixed in a little bit of cinnamon to all of my small pots as I heard it also has antifungal properties. I plan on watering the seedlings with the same solution of water/H2O2.

Does anyone have other experience with damping off or advice on how to save my next batch of seedlings?

buy some sterile seed starter mix,

What kind of sterile mix do you mean? I live in South America so my access can be a little complicated. Would covering my pots with a top level of perlite help control the fungus gnats that cause the problem? What about the hydrogen peroxide solution I mentioned?
