Dads garden, help!

My dad sent me this picture. What the hell is this? I’ve never seen anything like it and neither has my partner. I asked my grow shop friends and they’ve never seen this before either. Powdery mildew? Pollen? It’s 3 weeks into flower and white stuff is only on the buds.

Stumped.

Thoughts?

Honestly it’s my dads plant, at his house, 3 hours away. He got rid of said plant already so I can’t get any more pics either. He said it’s a very fine dust. I’ve dealt with PM in my own gardens and I’ve never saw anything like that before.

Could be like the dude whos sibling sabotaged his shit with some crazy ass powder, poured it all over his plants and fkd his shit up
