Cutting now has roots coming out/ is one CFL 2700k ok for it?

Hey all about 9-10 days ago I topped one of my GSC plants, and split the bottom end with a razor and put it in a small glass of water. Its now got roots coming out of it ( I believe there roots lol), what im wondering is when I put it in soil will 1 2700K CFL be ok for 12 hours? as I only have one grow area and I just started flowering. I don't think I could leave this in my grow closet in flower were it will only get 12 hours of light so what im think is keep it in the 12hours of light with the big girls then when they go to sleep all I have is a desk lamp and 1 cfl 2700K. Will that be ok? Pics to come

Ready to go in soil? also what would you guys recommend me to do with these crisped leafs? haven't checked this thing in like a week honestly forgot about her and came back and was like "OH SHIT!" lol

Also if its ready (Should I let roots get bigger?) , all I have is Soil to put it in , so when I put it in the soil, I put it in half way of the container obviously then fill rest, do I water? lightly? heavily?
