Was debating if i should take cuts from outdoor plant, .

Do i run the risk of bringing bugs into indoor garden or is the something out there that i could use as an pre mesaure to kill anything that i may be bringing in?

yes cuttings in the fridge for a couple of days them inspect with magnifier while planting the things

Yes you run the risk of bringing bugs into the house when you walk in the door
...but you can stop them on your plants by "watering" with neem oil once a week for a month...I do it all the time and I don't have any bugs AT ALL...it's organic and my plants love me for it..
